Yosef Dlugacz

Yosef Dlugacz, Ph.D., is Senior Vice President, Quality Management, for the North Shore-Long Island Jewish Health System, where he is responsible for overseeing the system’s extensive Quality Management program.  This program affects patient safety and clinical care across the spectrum of health care facilities and services.  He has developed sophisticated methodologies for performance improvement, establishing measurements and databases that track a variety of quality indicators and allow for informed decision making on the basis of objective data. The quality methodologies and the focused analyses have helped the system prioritize and target performance improvement initiatives, standardize and improve clinical care, and reduce costs.  Many of the best practices that have resulted from the Quality Management performance improvement process have been published by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) as standards for the entire industry, and JCAHO has awarded the North Shore-Long Island Jewish Health System the coveted Ernest A. Codman Award in the Network class for using outcomes measurements to improve patient care.  Dr. Dlugacz has been invited to consult with various health care organizations and his established methodologies have been praised nationally and internationally.  He is Adjunct Research Professor at New York University and has been appointed Visiting Professor to Beijing University’s Master of Business Administration program. He is also a guest lecturer at Helsingborg Hospital and Uppsala University in Sweden.  Dr. Dlugacz has published widely in health care and quality management journals on a variety of clinical care and quality topics.  His book, The Quality Handbook for Health Care Organizations:  A Manager’s Guide to Tools and Programs (Jossey-Bass), was published in March 2004.

 

 

Kathleen Gallo

Kathleen Gallo, R.N., Ph.D., M.B.A., Senior Vice President and Chief Learning Officer, North Shore-Long Island Jewish Health System (NS-LIJ), is responsible for corporate human resources, service excellence, and the Center for Learning and Innovation, NS-LIJ’s corporate university.  Her responsibilities include the development and implementation of the organizational learning strategy in support of the health system’s business imperatives, the development of a new human resource architecture that advances the role of human resources into a strategic business partner for the health system, and the development and implementation of a system-wide service excellence strategy that leads to a culture of exceptional service.  Dr. Gallo has more than 25 years experience in emergency nursing, including of a variety of clinical and administrative roles in tertiary care hospitals on Long Island. She also holds faculty position at several colleges on Long Island.  She has held several regional and national seats for emergency medical services and emergency nursing and has written articles on trauma and nursing research.  Dr. Gallo received her Bachelor of Science degree in nursing from Excelsior College of New York, her Master of Science degree in nursing from the State University of New York at Stony Brook, and her Doctorate in Nursing and Masters in Business Administration degrees from Adelphi University.

 

 

Michael Hash

Michael Hash is a principal at Health Policy Alternatives, Inc., a Washington-based consulting firm specializing in health policy and financing issues for a wide array of provider, consumer, foundation, and corporate clients.  Previous positions include the Deputy Administrator and Acting Administrator of the Centers for Medicare and Medicaid Services; Senior Staff Associate of the Subcommittee on Health and the Environment of the House Energy and Commerce Committee with responsibilities for Medicare legislation and health care reform proposals; and Deputy Director of the American Hospital Association’s government relations program.  Mr. Hash is a graduate of Washington and Lee University, with post-graduate studies in political science at Vanderbilt University.  He has held teaching positions at the Johns Hopkins University and Georgetown University, and is a member of the board at Providence Hospital in Washington, D.C.

 

 

Shadi Saleh

Shadi Saleh, Ph.D., is Assistant Professor in the Department of Health Policy, Management, and Behavior at the School of Public Health, State University of New York, University at Albany.  His research interests include the effect of managed care on health care access, utilization, financing health care services, and the evaluation of public health interventions. Dr. Saleh has published articles that look at the effect of managed care on rural hospitals in the journals Health Care Management and Rural Health.  His teaching responsibilities include in-class and online classes on health care delivery, organization and financing, financial management of health care institutions, and economic evaluations in health care.  Dr. Saleh earned his Doctorate in Health Policy and Management from the University of Iowa and holds a Master of Public Health degree with a concentration in Health Services Administration.

 


David A. Shore

David A. Shore, Ph.D., is the Director of the Forces of Change Program and Founding Director of the Trust Initiative at Harvard University, School of Public Health.  Dr. Shore serves as Associate Dean and Executive Director of the Center for Continuing Professional Education.  He teaches popular Harvard graduate courses on “Strategic Marketing: Gaining Competitive Advantage Through Positioning, Branding, and Building Trust” and “Forces of Change:  Market Dynamics and Strategies for a Shifting Healthcare Marketplace.”  He frequently delivers keynote addresses and workshops and has consulted on six continents.  Dr. Shore chaired the first, second, and third national Executive Conferences on Branding, Positioning and Competitive Strategies for the Health Care Industries.  He serves on several boards and chairs a principal committee of the American Heart Association.  He is the author of The Current State of Trust in the American Healthcare Enterprise:  Physicians and Managed Care in Changing Times (2004), and The Trust Prescription for Healthcare:  Building Your Reputation with Consumers (Health Administration Press, 2005).  Dr. Shore is also the editor of the upcoming volume on The Trust Crisis in Healthcare:  Causes, Consequences, and Cures (Oxford University Press, 2006).

 

 

Edward C. Waltz

Edward C. Waltz, Ph.D., is a Senior Research Scientist at the School of Public Health, State University of New York, University at Albany, where he holds an appointment as Research Associate Professor in Health Policy, Management, and Behavior and serves as Associate Director of the Prevention Research Center.  Most of his activities relate to community health assessment and program evaluation.  He has extensive experience working with local health departments in New York State on community health assessment topics. Some of his health assessment work has entailed the development of Web-based data products and the creation of a secure Web site for emergency preparedness purposes.  Dr. Waltz is serving as Research Director of a new project extending the School of Public Health’s unique partnership with the Department of Health to develop “academic local health departments” in some of New York State’s largest counties.  Before joining the School of Public Health 11 years ago, he held a management position at the Onondaga County Health Department, where he developed the county’s surveillance and statistics program.

 

Ju-Ming Chang

Ju-Ming Chang is Vice President, Economics, Finance, and Information at HANYS, where she is responsible for directing research analyses and developing economic impact estimates to evaluate federal and state health care policy initiatives.  She is one of the key staff at HANYS involved in developing policy alternatives on health care financing and economic issues.  She currently teaches health economics at Graduate College of Union University.  Before joining HANYS, Ms. Chang worked for the Colonial Penn Insurance Company.  She received her Master of Arts degree from the University of Missouri.

 

 

 

 


 

Kathleen Ciccone

Kathleen Ciccone, R.N., M.B.A., is Vice President of Quality and Research Initiatives at HANYS.  In that role, she directs and coordinates all Association activities for HANYS’ membership related to quality oversight, performance improvement, and research initiatives. She is responsible for advocacy and representation for legislative, regulatory, and accreditation initiatives; development and oversight of research projects; oversight of comparative data projects; and division management.  Ms. Ciccone is HANYS’ key liaison for quality activities with external organizations at national and state levels.  She is a frequent lecturer and author of several publications.  She received her Master’s degree from the State University at Albany.

 

 



Walter Koshykar

Walter Koshykar is Vice President, Data Products at HANYS Solutions, Inc., the product training, installation, and technical support division of HANYS.  In his position, he directs all software product distribution, client training, software installation, and client support activities related to HANYS Solutions’ data product lines for strategic planning, marketing, and finance.  He is also responsible for establishing and maintaining relationships with various vendor/partners for integration of their products into the HANYS Solutions product line.  Mr. Koshykar has considerable experience in information technology, having been responsible for software development, building of HANYS’ extensive databases, development of Internet strategies for HANYS, and operations of HANYS’ computer systems.  His career also includes broad programming and systems analysis experience in the acute care and telecommunications environment.  He holds a Bachelor of Science degree in Mathematics from Siena College.

 


Mary Therriault

Mary Therriault, R.N., B.S.N., is HANYS’ Director of the Quality Indicator Project, a national performance measurement initiative with about 100 New York State participants.  She provides clinical support, develops education plans, coordinates regional efforts, and assembles information hospitals use to improve performance.  Ms. Therriault also coordinates HANYS’ activities related to the Centers for Medicare and Medicaid Services Hospital Quality Initiative and the New York Patient Occurrence Reporting and Tracking System, including advocacy, member education, and communications.  She represents HANYS members at national and state forums and assists in the development of educational tools and information members can use to measure and enhance quality of care.  Before coming to HANYS, Mary spent years as a quality management specialist, critical care nurse provider, and nurse instructor at St. Peter’s Health Care Services in Albany, New York.  She received her Bachelor of Science degree in nursing from Excelsior College of New York.

 

Sue Ellen Wagner

Sue Ellen Wagner is Vice President, Workforce and Community Health, for the Healthcare Association of New York State.  Ms. Wagner is responsible for coordinating HANYS’ association-wide activities addressing members’ workforce and community health needs by providing advocacy, information, tools, education, products, and services.  Before this position, Ms. Wagner served as the Director of Community Health and as the Director of Home Care for HANYS.  In the latter position, she was responsible for coordinating HANYS’ community-based membership services related to home health care programs, hospices, and adult day care programs.  Before joining HANYS, Ms. Wagner spent three years as a legislative health assistant for State Senator Michael J. Tully, Jr., Chairman of the Senate Health Committee, where she researched and drafted legislation pertaining to hospice, Alzheimer’s disease, home care, and other health-related issues.  Ms. Wagner earned a Master of Science degree from Russell Sage College and a Bachelor of Science degree from the State University of New York Institute of Technology.

 

 

Maryjane Wurth

Maryjane Wurth is currently the Chief Operating Officer of the Healthcare Association of New York State representing over 500 health care systems, hospitals and other providers throughout New York State. She is responsible for strategic direction and coordination of organizational activities including advocacy and representation; and operations including finance, information technology, communications and human resources. She is also the Chief Executive Officer of HANYS Solutions, Inc., a for-profit subsidiary of the Healthcare Association of New York State offering an array of health care technology, software, data and operational solutions, investment and insurance products, and group purchasing.  Previously, she was the Vice President of Continuing Care Services at HANYS.  Ms. Wurth has been the Director of St. Peter’s Hospice in Albany, New York and also a health care consultant.  She has her Master’s degree specializing in Health Planning and Administration from Cornell University and was a national fellow in the Health Forum’s Healthy Communities Fellowship.
