This program will examine the complexity of Medicaid eligibility, benefits, and reimbursement. Introduction to Medicaid will provide basic information on Medicaid hospital reimbursement systems, bad debt and charity care distributions, graduate medical education payments, workforce recruitment and retention funding, and other payments to providers. In addition, it will explore Medicaid’s relationship to the Health Care Reform Act and how it affects state and local government budgets, and the political interaction between states and the federal government as it pertains to Medicaid funding.
